Tallahassee -- The Florida Legislature has unanimously passed the Department of Corrections (DOC) priority legislative package (HB 1005/SB 960), sponsored by Sen. Paula Dockery (R-Lakeland) and Rep. Doug Holder (R-Sarasota). This broad legislation will improve offender reentry efforts, update statutes and remove obsolete language, and enhance the security of the prison system.
"I thank Senator Dockery and Representative Holder for helping to lead the effort to get this vital legislation passed," said Corrections Secretary Walter McNeil. "These reforms will promote the Governor’s highest priority of protecting the safety and security of Florida’s citizens and reducing victimization.”
Specifically, the bill:

Specifically, the bill:
- Adds permissive language to the duties of the Public Safety Coordinating Councils that authorizes them to develop a 5-year comprehensive local reentry plan to assist inmates released from incarceration.
- Codifies the Department’s current practice of electronically sending the Florida Parole Commission the names of inmates and offenders who are eligible for restoration of civil rights.
- Amends current law so that certain conditions of supervision match Florida Rules of Criminal Procedure.
- Ensures that employees of private prisons who engage in sexual misconduct with inmates are held to the same standard as employees of state prisons.
- Assists local governments by codifying that the DOC, rather than local law enforcement agencies, can transport inmates who are being released into a DCF treatment facility for involuntary exam or placement.
The bill now heads to the Governor for final approval.
